Are all accidents grounds for a personal injury or wrongful death lawsuit?

Reportedly, a 26-year-old man who’d been riding on an e-bike was found unconscious on a Brooklyn roadway. The man was reportedly killed after riding into the open door of a parked cab and then falling into the roadway where he was immediately struck by a moving car.
